Then, Rajawali made a significant move by acquired Bentoel, a local cigarette manufacture in 1991, and repeated the same significant corporate action when it acquired some share ownership in PT Semen Gresik, a state-owned cement manufacturer in 2006. Along its Journey through the second decade, Rajawali once again became a pioneer in founding the first privately-owned GSM operator, PT Exelcomindo Pratama (XL).
