    The challengesKebutuhan serba mahal. Lebih cocok untuk yang strong. Bukan ketepatan yang di utamakan namun lebih cenderung kecepatan. Sangat rentan manipulasi. Anehnya, audit hanya melihat sisi administrasi tanpa memeriksa realisasi dilapangan. Warga setempat yang ingin slalu dominan.
